The Organization Act of Academia Historica defines the institution's organizational structure, nature, and functions. In addition, the Presidential and Vice Presidential Records and Artifacts Act served as the primary legal basis for its primary law governing our operations. According to this Act, Academia Historica is authorized to manage and preserve presidential and vice presidential records and artifacts. The following introduces the laws and regulations administered by our institution:
Organization Act of the Academia Historica
The Academia Historica was established in Nanjing in 1947 and re-established in Taiwan in 1957. In 2001, the Organization Act of Academia Historica was amended and promulgated, establishing four departments under the institution:
o Department of Compilation and Research
o Department of Preservation and General Service
o Department of Acquisition
o Department of the Secretariat.
In 2002, the former Provincial Documents Committee of Taiwan was renamed Taiwan Historica, under the Academia Historica, and placed under its jurisdiction.
The Presidential and Vice Presidential Records and Artifacts Act
Since the enactment of the Presidential and Vice Presidential Records and Artifacts Act on January 20, 2004, Academia Historica has served as the official institution responsible for managing various records and artifacts, other than archives, that are generated by the Presidents and Vice Presidents in various activities. These include textual and non-textual materials and items such as letters, manuscripts, personal notes, diaries, memoranda, speech manuscripts, photos, videotapes, audio recordings, textual and audio-and-video compact disks, orders of merit, and preservable gifts (valued at over NT$3,000 each).
Amendments of Articles 6- 1, 6-2 and 7-1 of The Presidential and Vice Presidential Records and Artifacts Act
Pursuant to these amendments, Academia Historica may categorize and classify the records and artifacts of the President and Vice President based on their type and preservation value, and may implement a graded management system accordingly. Academia Historica may also delegate the management of such artifacts to other competent agencies or organizations. Furthermore, it is authorized to conduct assessments of the current condition of the artifacts and, upon review and approval by the Presidential and Vice Presidential Records and Artifacts Review Committee ("the Committee"), proceed with the deregistration of said artifacts.
Under this amendment, Academia Historica may classify and manage presidential and vice-presidential artifacts based on their type and value. It may also assign other agencies or organizations to help manage these items. Additionally, the condition of the artifacts can be assessed, and those deemed no longer necessary may be deregistered with approval from the Committee.
